IMPLEMENTATION OF STATE PROGRAMS FOR ELECTRONIC DOCUMENT MANAGEMENT IN CHINA: HISTORICAL ASPECT

Abstract

The construction of the regulatory framework for electronic document management in China has gone through several stages of development and improvement. Initially, the Chinese government began to explore ways to manage electronic documents in the early stages of the establishment of e-government, but the regulatory system had not yet been developed. With the development of e-government, the Chinese government realized the need to develop relevant laws and regulations governing the management of electronic documents. In 2001, the General Office of the State Council formulated a five-year plan to build public administration informatization in the national government system, according to which China would spend three to five years to build a network of "internal government offices, a network of records management resources, a network of public administration and maintenance, and an e-government information resource base." In 2003, the State Archives Administration issued Order No. 6 on "Provisional Measures on the Management of Electronic Official Records", which pushed the study of electronic official records to a new climax. Archival services at all levels took an active part in the establishment of e-government, and the study of electronic document management in the context of e-government became a new point of view. Since then, China has enacted a series of regulations and bylaws, such as the PRC Regulation on Openness of Government Information and the "E-Government Construction Plan", which provide more specific guidelines for electronic document management. With the continuous development of information technology, the Chinese government is constantly updating its electronic document management system, applying advanced technologies to manage and protect electronic documents to ensure their integrity and accessibility. This process is still under constant development and improvement to adapt to the ever-changing information environment. China's path of establishing regulations on electronic document management reflects the government's continuous efforts to ensure the legality, security and manageability of electronic documents in the digital age.
