Abstract

The main priority of the Soviet land legislation was the thesis on the nationalization, which was considered by the Bolsheviks as the only correct form of land tenure in the vast territory of the entire Soviet state, including Kazakhstan. Herein, the concept of Bolsheviks was based on the carrying of sedentarization, i.e. the transfer of nomadic households to settlement. Sedentarization, in particular, was the basic principle of the implementation of land policy in Kazakhstan. At the same time, the idea of feasibility of the local solution to land question was not taken into account (the Kazakh authorities had their own, more relevant views to the intrinsic historical and natural conditions) betting on the centralization of land affairs and promoting a key priority the transfer from nomadic form of economy to the sedentary rails
