Abstract

The article is devoted to the formation of parliamentarism in Kyrgyzstan. It examines in detail the current stage of reforming the parliament and the formation of parliamentarism in the context of the changing political regime in Kyrgyzstan.
The focus of the work is on the formation and current state of Zhogorku Kenesh as the highest representative and collegial body of the Republic of Kyrgyzstan. The article analyzes in detail the direction of the activity of the Jogorku Kenesh, focusing on the fact that it is a national platform for reconciling different opinions and resolving conflicts. An important feature of the activity of Jogorku Kenesh is the representation and protection of the interests of all segments of the population without class division, development strategy planning. The development of Jogorku Kenesh in the period from 2007 to 2013 is also described in detail, since this period is a turning point in the development of parliamentarism in Kyrgyzstan. This is due to the fact that changing the form of government to parliamentary-presidential contributes to a more active development of Zhogorku Kenesh as the main representative body of the country.
