The object of studying this article are the features of the dual system of government of the Turkic tribes of Central Asia. To this end, an analysis was made of information from written sources covering the period from the history of the Hunnu (3rd c. BC- 2nd c.) to the Karakhanids (10th-12th c.). The need to attract these sources was due to the observed stable continuity of political traditions. In the course of the study, their common features and character of development were revealed, as well as the features of each new period in the history of medieval nomads. At the same time, the institution of power is among the other issues of the socio-political history of the Turkic peoples. The works published on the research topic are analyzed. The problem of the institute of Qagan power is revealed, which includes: mechanisms for the formation and development of supreme power, the unification of a multitude of heterogeneous tribes of the Eurasian steppes, the formation of an organized military-political system. The specifics of the order of inheritance of the Qagan authorities with mandatory recognition of the right of inheritance on the maternal line are established.
