Organizational culture in public service plays a key role in effective management, decision-making, and communication with civil society. The analysis shows that, taking into account globalization, changing political and economic conditions, as well as modern challenges such as corruption and bureaucracy, the formation and development of organizational culture is becoming an important component of the functioning of the civil service. The study is devoted to the problem of the formation and evolution of organizational culture in the public service system in historical retrospect, starting with ancient institutions and ending with the trends in the development of the concept of New public management in the OECD countries. It is concluded that in the light of the implementation of this concept, the organizational culture of the civil service has become more dynamic and open, which has had a positive impact on the quality of services provided and the overall level of satisfaction of the population. The authors analyze the evolution of organizational culture, from its formation to modern challenges and trends based on historical analysis, content analysis, and comparative research. The periodization of the evolution of the organizational culture of the civil service and official ethics of the Republic of Kazakhstan is justified by state programs and regulatory legal acts regulating public relations in the field of public administration. In the course of the research, the strengths and weaknesses of the existing system were identified, and the need to rethink the role and importance of organizational culture in order to achieve modern quality of public administration was substantiated.
