ISA-NOGAI IN THE SYSTEM OF PUBLIC ADMINISTRATION OF THE JOCHI ULUS

In history and philosophy there is an extensive, multifaceted discussion about the role of personality in history. Every story is made by people. They either participate in events or become the cause, and sometimes the organizers, of these events. One of these people was Isa-Nogai. Having no rights to the throne, he held high positions and made decisions on the most important issues in such a way that outside observers got the impression that he was the political leader of the country.
The research is based on the methodology of civilizational analysis and uses a number of techniques generally accepted in historical science. In the scientific topic related to the activities of Isa-Nogai, the dialectical method of cognition of individual historical events and processes was used. The methodology for studying local civilizations made it possible to apply a number of private scientific methods. For example, structural and functional analysis of a large array of narrative, ethnographic and folklore materials. When studying individual event moments, the following were used: a systems approach, a methodology for synthesizing political traditions and social processes, and others.
In accordance with the goals and objectives of this study, the author presented scientific results. The article contains a study of the system of local and public authorities in the Jochi ulus, created as a result of the reforms of 1242-43. From these materials, the final result is established, in particular, the method of using individual political instruments and institutions by beklyaribek Nogai to achieve his goals. The suppression of Nogai's rebellion became the reason for the reforms of Khan Tokhta, which led to a relative stabilization of the situation in the state for the next 60 years. The reasons for the influence of the Mangyts and the Mangyt (Nogai) yurt on the state institutions of the Golden Horde were also studied.
