JUNIOR ASSISTANTS OF UEZD CHIEFS OF SEMIRECHESK REGION IN THE 2ND HALF OF THE 19TH CENTURY: FUNCTIONS AND PERSONALITIES

This article examines the problem of the peculiarities of the activities of Kazakh officials in the Semirechensk oblast in the 2nd half of the XIX century, who occupied the positions of junior assistants to uezd chiefs in the regional government structure. The purpose of this study is to examine in more detail the characteristics of this position, their official obligations and working conditions, as well as their role in the local government system. It was also necessary to study the facts of their appointments, awards and other features.
Special attention is paid to the position of the colonial government in relation to the Kazakh officials who held this position. In particular, the author describes the dynamics of the attitude of the tsarist government to such a position and wonders about the reasons for the abolition of this position in the Semirechensk oblast earlier than in other areas of the Kazakh steppe. Widely using various historical information, the article provides answers to this question.
Also in the study, the author uses a comparative analysis to compare various sources on this topic. This approach made it possible to identify the peculiarities of the perception of their activities by both the authorities and local society. Thus, the author comes to a final opinion on the issue of the image and reputation of the junior assistants of the uezd chiefs. These conclusions are valuable in recreating the holistic image of all Kazakh officials of the designated area or the entire Kazakh steppe.
