During the era of the Empire, the management system was a complex multi-level institution. The effectiveness of relationships and management decisions at various levels depended on the correct organization and conduct of communications. Along with administration, the postal service also plays a communicative role between administrative agencies and citizens. The importance of communications at that time was that it gave rise to the procedure for recording/registration and coordination of necessary information between government agencies, as well as postal communication for exchanging information with each other. The value of information is measured by its fast and timely delivery. Thus, the administration and postal services formed a hierarchy of the management institution. No imperial institution could carry out its administrative activities without the office, and institutions could not interact without mail.
This article examines the hierarchy and main activities of employees of postal and telegraph institutions that have developed on the territory of the Russian Empire as a whole. In addition, some experience of Kazakhs in postal and telegraph institutions is shown using the example of the Semirechensk region.
