Rights and Responsibilities of Editors, Reviewers, and Authors

The Journal of History. KazNU Bulletin adheres to the principles of publication ethics based on the recommendations of the Committee on Publication Ethics (COPE), international standards of academic integrity, the legislation of the Republic of Kazakhstan, and the journal’s editorial policies.

All participants in the publication process are expected to uphold the principles of academic integrity, objectivity, transparency, confidentiality, respect for intellectual property rights, prevention of conflicts of interest, and compliance with the terms of the Creative Commons Attribution–NonCommercial 4.0 International (CC BY-NC 4.0) license.

1. Editors

Editors ensure the independent, objective, and timely evaluation of manuscripts regardless of the authors’ gender, age, nationality, citizenship, religious beliefs, political views, or institutional affiliation.

Editors are responsible for:

·        making publication decisions based on the scholarly significance, originality, reliability of research results, and relevance to the journal’s scope;

·        organizing objective and independent peer review of manuscripts;

·        maintaining the confidentiality of information related to manuscript evaluation;

·        preventing conflicts of interest and unethical publication practices;

·        taking measures to identify plagiarism, self-plagiarism, fabrication, and falsification of data;

·        ensuring the correction of errors, publication of clarifications, and implementation of retraction procedures where appropriate;

·        considering appeals, complaints, and inquiries from authors and reviewers;

·        monitoring compliance with the journal’s policy on the use of artificial intelligence tools.

Editors have the right to:

·        reject manuscripts that do not comply with the journal’s scope, editorial requirements, or publication ethics standards;

·        request additional information, revisions, and clarifications from authors;

·        submit manuscripts for additional review when necessary;

·        retract published materials in accordance with the journal’s retraction policy.

2. Reviewers

Reviewers conduct scholarly evaluations of manuscripts and contribute to editorial decision-making.

Reviewers are responsible for:

·        accepting for review only those manuscripts that fall within their area of expertise;

·        providing objective, reasoned, and constructive reviews;

·        maintaining the confidentiality of manuscripts and review outcomes;

·        refraining from using unpublished materials for personal, academic, or commercial purposes;

·        informing the Editorial Office of any potential conflicts of interest;

·        reporting suspected cases of plagiarism, duplicate publication, fabrication, or falsification of data;

·        complying with established review deadlines.

Reviewers have the right to:

·        decline a review assignment if they lack the necessary expertise or have a conflict of interest;

·        recommend acceptance, revision, or rejection of a manuscript;

·        receive the information necessary from the Editorial Office to conduct a thorough and high-quality review.

3. Authors

Authors are responsible for the content of submitted materials and for adhering to the principles of academic integrity.

Authors are required to:

·        submit original research results;

·        ensure that the manuscript has not been previously published and is not under consideration by another publication;

·        avoid plagiarism, self-plagiarism, fabrication, and falsification of data;

·        provide accurate citations and references to all sources used;

·        include as authors only those individuals who have made a substantial contribution to the research;

·        disclose sources of research funding and any actual or potential conflicts of interest;

·        indicate whether artificial intelligence tools were used in the preparation of the manuscript and specify the purpose of such use;

·        respond promptly to comments and requests from editors and reviewers;

·        immediately notify the Editorial Office of any significant errors discovered after submission or publication.

Authors have the right to:

·        fair, independent, and timely consideration of their manuscripts;

·        receive information regarding the progress of the editorial review process;

·        receive reviewers’ comments in an anonymized form;

·        submit reasoned responses to reviewers’ comments and appeal editorial decisions;

·        withdraw a manuscript before a final publication decision is made;

·        deposit published articles in institutional repositories, academic networks, and personal websites in accordance with the journal’s Open Access Policy and the terms of the CC BY-NC 4.0 license, provided that a link to the original
