Comparative analysis of legislative acts of the utilization of audiovisual documents

The article deals with the distribution and access of archival audiovisual information in the legislative acts of the two countries – the Republic of Kazakhstan and the Russian Federation. comparatives analysis was based on study of 8 main laws: the main legislative acts in the archival sector – the Law “On the National Archival Fund and Archives”; “The Law on the Archives of the Russian Federation”; Heads of the Civil Code, rights regulate copyright and intellectual property; Law on Mass Media of the Republic of Kazakhstan; the Republic of Kazakhstan Law “On Informatization” and the Law “On Information, Information Technologies and Information Protection” of the Russian Federation. On the basis of the collected data, it was concluded that the above-mentioned legislative acts are not sufficiently regulate the process of dissemination and access. Republic Kazakhstan laws do not disclose the process of movie, picture and record dissemination, but they highlight the normative and methodological base directly regulate archive activity in articles.
