The article examines the ideological foundations of political relations between the Ottoman Empire and Turkestan in the late 19th and early 20th centuries. The main focus is on the prerequisites for the formation of Turkic ideology, expressed in the concepts of pan-Islamism and pan-Turkism, which the Ottoman elite tried to use as a means of influencing the Turkic-Muslim population under the rule of the Russian Empire. In connection with the political changes in the Ottoman society, the author analyzes the new nature of the content of the Turkic idea, the goals and mechanisms of implementing the ideas of pan-Turkism aimed at the Turkic peoples and the Muslim community. The research paper examined the practical steps of the Ottoman government: sending emissaries, distributing religious literature, developing educational ties and creating an ideological dialogue with representatives of the religious movement. In the context of the colonial policy of the Russian Empire, the reaction and attitude of the Jadidist intelligentsia in Turkestan to political ideas is studied. In addition, the article assessed the reaction of the Muslim intelligentsia of Turkestan, their acceptance of Ottoman initiatives, and their desire to adapt Turkish ideas under colonial control. The aspects of religious propaganda, education, diplomatic and ideological influence of the Ottoman state were analyzed on the basis of modern research. The article reveals the role of Turkic ideology in the foreign policy of the Ottoman Empire and the historical significance of mutual cultural, spiritual and political interaction between the Ottoman Empire and Central Asia on the basis of common religious and cultural values of the Turkic world.
