On the work of the VI plenum of the South-Kazаkhstani party oblast committee: oblast leadership change

Abstract

Zhumabai Shayakhmetov was demoted from the position of the first secretary of South-Kazakhstani oblast party committee at the VI Plenum of South Kazakhstani obkom in June 1955 in Chimkent at the urgent recommendation of the Central Committee of Communist party of Kazakhstan based on signals of mismanagement coming from oblast party activists in accordance with the power transit ritual. He was accused in disorganization of all state and party bodies in oblast and decrease in economic development indicators. The decision on the Kazakh SSR leadership (republican and at the oblasts levels) change was adopted in Moscow and analysis of how it was done has not yet been academically studied. In particular it refers to Z. Shayakhmetov whose political biography is actualized by the power transit in modern day Kazakhstan. The article elucidates the realization of already adopted decision in the center on oblast leadership change through mobilization of the oblast party active in ritualistic critic of oblast leadership–Z. Shayakhmetov, I. Tarasenko, D. Kerimbayev. In the soviet political culture ritual observance was one of the constituting pillars of order. The article is based on archival materials of the VI Plenum on South Kazakhstani party obkom. For researchers is important to seek the answer to the question: «How it was done?».
